It seems these plans were put in place long ago in 2005. I am not sure why this is considered news, unless they are actually removing people and barring access now or plan to soon. They seem to be "testing" the plans. The thing is that the city officials including the mayor don't know about it. I have read unconfirmed reports of tanks in rolling on the outskirts of Chicago. I would like to get that confirmed before I give it an ounce of credibility.

Beginning May 1, the Federal Protective Service agents will be in Chicago for “Operation Red Zone.” Although the officers will not necessarily be restricting residents from accessing any public spaces that they are normally permitted to enter, the agents will be patrolling — in complete battle gear.

CHICAGO (CBS) — As concerns about security grow in the run-up to the NATO summit, it’s becoming difficult to separate myth from reality.

Are there plans in place for a mass evacuation of downtown in the event of riots on May 20-21? A Red Cross memo out of Milwaukee indicates that there is.

Officials there have been asked to make plans to assist residents in the event of a mass exodus.

Chicago officials say the plan didn’t come from them. The U.S. Secret Service isn’t talking.

There also are reports that a heavily armed security team will start making a very public appearance around federal buildings in the Loop this week. Officials with the Chicago NATO host committee were completely in the dark. They had no reports of any such plans.

A source told CBS 2 that security forces in full battle gear would not be seen this week.

As for the Red Cross plan, CBS 2 News has obtained a copy of an e-mail sent to volunteers in the Milwaukee area.

It said the NATO summit “may create unrest or another national security incident. The American Red Cross in southeastern Wisconsin has been asked to place a number of shelters on standby in the event of evacuation of Chicago.”

According to a chapter spokesperson, the evacuation plan is not theirs alone.

“Our direction has come from the City of Chicago and the Secret Service,” she said.

The Sun-Times explains that the move is meant to ensure that a large section of the metropolis will be safe from unruly mobs during next month’s conference, but not even the city’s own elected officials and leaders were made aware of the agency’s plans to put fully equipped federal cops into town in advance.

“A lot of us were surprised to read that. Obviously, the federal government doesn’t consult with the city when they do this. Everybody was unaware of this,” NATO Host Committee Executive Director Lori Healey tells the Sun-Times.

Even at the top of the city’s political structure, Mayor Rahm Emanuel — a close, personal pal of US President Barack Obama and former White House chief of staff — was allegedly unaware of the government’s game plan.

“This was a security decision and we were not involved,” the mayor’s communications director, Sarah Hamilton, explains to the Sun-Times.

In a shocking display of the police state and the creeping push towards actual martial law, heavily armed military officers in black helicopters swooped through downtown Chicago in what was billed as a routine military exercise.

Up to three Blackhawk Helicopters flew in formation and separately around downtown office buildings and apartments for at least three hours.

A report by the local Chicago Fox affiliate was surprisingly unconvinced by the military’s claims that these exercises had nothing to do with the upcoming NATO Summit:


The city’s Office of Emergency Management and Communications on Monday announced that Chicago is the site of a military training exercise this week involving personnel and at least three helicopters.

But the bland press release from City Hall did nothing to prepare folks for the jarring scene that unfolded Monday evening.

“It was frightening,” Jessica Hill said. “I was definitely alarmed.”

At least three Blackhawk helicopters flying at time in close order formation – at other times separating fairly widely – zoomed around office and residential towers for several hours.

“I was pretty amazed,” Felise Llano said, “because they were definitely military.”

As the local Fox News affiliated heavily hinted in their news report, these military urban warfare exercises were most likely in preparation for the upcoming NATO Summit as well as overall military training to take on the American people.

The preparations for a confrontation in Chicago have gone into hyper drive with the Secret Service releasing a “shopping list” of weapons and barriers they need for security at the NATO Summit while conveniently denying protesters their first amendment protected right to protest.

The Chicago Sun Times recently published an article describing the things the Secret Service is current seeking which include
■Portable high security barriers
■Crowd control barriers
■10-12 portable light towers
■Sandbags, port-a-potties
■Mobile offices
■5-10 golf carts

That list is just strange.

I understand a lot of what you're saying here is true building into the NATO Summit later this month.....and whatever the heck they think is invading Chicago or something?? The headline is a little misleading for the urgency of it, since it's building another couple weeks to the main shabang.

.....but I will agree without qualification that what appears to be happening in Chicago for military presence in civilian cities on a "maybe contingency" basis is really going clear over the top and not looking back. They could secure this very well with 90% of the method being out of public view or requiring some effort to see. What they are doing here is just outright stupid.

RT News Chicago, Illinois is expected to swell with armed security forces during next month’s NATO Summit, but will that be enough to keep the Windy City under control? Officials are now readying a massive exit strategy to vacate the entire metropolis.

A memo has been sent out of the Milwaukee, Wisconsin Red Cross office that confirms that officials are already taking measures to handle an emergency of epic proportions during the upcoming NATO Summit, scheduled for the week of May 20 in the city of Chicago, 70 miles to the south. In addition to armed security forces expected to begin patrolling Chicago as early as this week, authorities are now making plans to usher residents up to Milwaukee in case the planned NATO protests cause an emergency that warrants an immediate evacuation of the city.

Given the security precautions that have taken place already, though, has given many the impression that the upcoming summit and the protests it is expected to spawn will be unlike anything Chicago has experienced before. Last week RT reported that the US Federal Protective Service will send armed agents into the downtown Chicago three weeks ahead of the NATO Summit to prepare for the swarm of protesters expected to arrive in time for the event. Both the NATO host committee executive director and the mayor of Chicago told reporters last week that they were not made aware of the deployment of armed agents until the story was picked up by local media.

I agree, they are preparing at a level and moving assets in to react to something far beyond Occupy or Black Flag protesters...and I don't get it. What's next? an Aegis cruiser coming across the lake?

err... Come to think of it, anyone checked the lakes for what interesting ships may suddenly be in the waters? There might be interesting sights to see out that direction for the next few weeks.

More like ensuring that the protesting is encouraged to become violent and out of hand, therefore allowing the protection agency to use excessive force, as a show of good will and as a show of power.

By doing this it sends a clear message to anybody who wants to upset the apple cart anywhere.

Protest and basically you will be detained or even worse.. exterminated

I may be off track here, but if I were the authorities who are doing this I would be more concerned with the locals than with foreign terrorists. There are certain affiliations in Chicago who have big-money, foreign connections. Look at the crime stats for Chicago for the past year. The locals have a proven track record for violence and murder in pretty large numbers, and don't make the mistake of thinking they are just gang bangers "doing their job". Some of the big rollers in that town are devious to where they'll do what they do right in the middle of the smaller crimes to help hide what they're doing. This fact isn't lost on law enforcement.

Martial law in Chicago because of NATO and the President? You bet. If there's any one town in America that deserves this, it would be Chicago. And while you're at it, go there and start doing a straw poll of residents in that town and ask THEM if they think the authorities are going over the top. You may be surprised at what you hear and it won't be because they're sheeple who are blindly following their leaders. If you think that then you don't know Chicago very well. Maybe the residents are sick and tired of the violence.

Sometimes things are just that gawd-dam simple.
