Just take the test, they cant put you in jail because you have HPV, thats just not enough evidence, this is obviously just the first steps in the investigation

Its not always about being innocent or guilty, its about appearance, when you rejected the test you gave an appearance of being guilty, you should know how people percieve other people around the world, people judge by covers every day, anyway sounds like the father is a freak of nature and should be suspected well above yourself, hope he rots in jail

The correct way to do this is to ask her (the DCF worker) to play by the bylaws. Tell her you have absolutely no problem with taking the test however they need to get a warrant/court order for everyone suspected of foul play. This means that they will have to get court orders for some 15 people most likely and the police will have to be involved which means if your rights are infringed in any way you have a right to sue for damages on many accounts.

By being defensive in the manner you are makes you look like you should be suspected. Don't take offense to that it's just the truth. I can empathize with the feeling as you are indirectly being accused of malicious acts but it is imperative that you take a different approach or risk being the subject of a direct accusation.

For the sake of the child just get tested. Go to your own family physician, tell them why you require the test etc and they can just pass on the result. Sounds like she has been through enough. This really isn't the thing to get upset over and the dept of health are just trying to protect the child. Try and see it from their perspective because their only goal is for the child to have a safe environment to live in. I was in a similar situation when I had custody of my grand nephew, while his parents dried out and slowly recovered from their addictions. While I found them to be annoying and their methods sometimes ineffective, they genuinely wanted to help the child and I cannot fault them for that.
Sometimes it's just easier to work with them as they have their own regulations to follow and in the end they are just doing their job. When you all work together, the aim is often achieved quicker with a positive outcome for all.
