It has been pointed out by someone who lives in the area, and who has seen these first hand, exactly what they are. Someone has also posted a link to the web site of the company that constructed them, which has a good description of their use and construction method.
Where is the mistery?
If you look North West of this plot contaiing these water storage systems you will see they are also building a solar power inplementation, lending further credence to the story already told.
