High quality scanners can and do scan to .pdf format and can separate aspects the scanned images (especially text) into layers. PDF is also commonly used for document distribution.

What scanners? Just curious. As for Saturn....
So the program knew to separate 90% of the text of the document from the background containing 3 different signatures of the mother / registrar / and doctor ? By god thats amazing! Also, if you notice your two screenshots. The birth cert has "Groups" Clipping Paths with Masks whereas you have "layers of text". Two different things sir. Also look at the groups of the birth cert, underneath each contains the word IMAGE which relates to the IMAGES within that group, whereas again your posting text from a "random document". Again, oranges and apples.edit on 27-4-2011 by Bonified Ween because: (no reason given)

Of course you're getting the same results
Scan your long form birth certificate, open it in Illustrator, and you'll get the same or similar results...depending on the quality and resolution of your scanner.

I've used illustrator and I've used InkScape, both having the same results of these being in groups of bitmap images. And I am not a birther, I am a truther.

THE TOPIC IS ABOUT HIS BIRTH CERT OK I GET IT BUT CAN SOMEONE TELL ME Y I KEEP GETTING BLOCK FOR ASKING FOR HIS FOOT PRINT ON HIS BIRTH CERT EVERYONE HAS IT Y DOESNT HE HAVE ONE
Most hospitals in the U.S. issue a souvenir birth certificate which typically includes the footprints of the newborn. However, these birth certificates are not legally accepted as proof of age or citizenship, and are frequently rejected by the Bureau of Consular Affairs during passport applications. Many Americans believe the souvenir records to be their official birth certificates, when in reality they hold little legal value.
