Good discussion! Here's my theory:
This started in the last century, when Intel Agents (like the Navy's William Cooper) leaked too much info to the public. Suddenly Intel Agencies
(military and civilian) developed the strategy of "need to know," or non-sharing of sensitive information. Too many bar and party talks were leaking
too many secrets.
Then this "everything in an airtight box" strategy leaked into public education. So today kids are bored stiff in Algebra, when a more "integrated"
approach (like adding History and Electronics to Algebra) makes for a more vibrant class and ties things together better to become more memorable.
(The Ivy League schools were using this approach in their freshman Intro classes at one time.)
This "boxy" approach also gives people the impression of always being an outsider, by being denied what is inside this or that "box." And its easy to
assign sinister motives to whoever owns/guards/protects this or that "box." So conspiracy theories blossom, and the gov. compounds the suspicion and
fear with a stone-wall of denial.
So now we have an incompetent Administration of "boxes" with Agencies jealously protecting their turf, and no one knows what the other is doing. This
results in expensive duplication of effort, and a constant tug-of-war between the Truth and Plausible (protective) Lies. Which, again, feeds the
public perception that a few people "in the all-knowing box" are getting rich illegally - while the rest of us get the shaft.
Today this "everything in an airtight box" has blended into the public, courtesy of the Internet, and EVERYONE feels both locked-out of the Truth by a
corrupt Administration, AND "targeted" by evil from too many bloody and imaginative videogames and horror movies. (When was the last time we had a
public "beheading" crime in the U.S. before the ISIL showed up on the radar?) This is only intensified by Team Obama's fascist paranoia, like their
Troll Patrols:

This not only makes Team Obama look less trustworthy than ever, but projects the impression that they are "capable of doing absolutely anything
harmful" to groups or individuals.
There will always be folks who say/do outrageous things just to get attention. And I agree, people need to be more responsible and research their
theories/complaints, searching for a solution. But in our Digital Age, there are more questions and partial answers than any real and satisfying
"solutions".
I developed screaming 24/7 headaches a few weeks ago. I refuse to live on OTC pain meds, since I can't write when I'm that doped up. One day I
noticed a new satellite dish on a condo across our alley, and it was pointed at our apartment! I complained. Myy headaches instantly disappeared,
and I noticed that the satt. dish had been turned the other way. So my problem was answered, personally. But even now, I can walk from room to room
in our apartment, and different rooms produce different head-pressure and muscle pains.
Sometimes our cat just runs from room to room, like looking for a quiet, non-energized environment to settle down for a snooze. I've also worked on
jobs where I'd suddenly get very sick inside - from what I found out later was Extremely Low Frequency (ELF) bombardment - which caused pain and
diarrhea. Whether it was intentionally directed or not, getting the "runs" was always proof I'd been ELF-bombed.
But once people find personal solutions, how to take the next step? Everyone's very touchy about complaining about "electronic energies" thru the
air, since no one wants to lose their smartphones or satellite dishes. Here's some folks in Massachusetts complaining of both health problems AND odd
mental-perceptions when a wind turbine moved in next door:

So "electronic terrorism" - whether intentional or not - is very real. The U.S. Army War College did a good article on this in 2009:

The only anti-electronic energy barriers I've heard about are a wallpaper still in development (which won't stop the electronic energies thru windows
and doors). And an accidental "retro" solution for sensitive people, where old walls built with chicken wire also block cell phone energies, due to
the accidental configuration of the chicken wire.
So these painful electronic energies are real - and real solutions are elusive. Especially when it comes down to denying someone their beloved
electronic devices, just because they give some relatives/neighbors headaches or nose-bleeds. I am also suspicious that much of this unrelenting
anti-brain electronic discharge might be responsible for the increase in mental illness. And blaming it all on "it's just in your head" is erroneous,
harmful and selfish. What we need is a determination of "healthy levels" of electronic discharge thru the air, and laws passed to prevent/forbid
anything above that.
