You've heard of the squeaky wheel getting the grease. In this case it is the squeaky neighbors getting the coverage. Tampa International has a
particularly vocal group of anti-noise neighbors who when notified that traffic was being shifted from the North-South parallel runways to Runway
9/27, raised a ruckus and contacted the newspaper, the Tampa Tribune, which then put their story out on the wire services. Other papers, having cut
science reporting budgets to the bone, ran with it. If you look at TPA on Google Earth, you will see that the approach paths for the E/W runway are
much more densely populated. More voices raised means a story.
