You are confused. Every American state issued both a long form and an Abstract when Obama was born. Only recently has the COLB/Abstract become unaccepted as a proper form of ID -- hence, the "Real ID" program ... which effectively makes ONLY the long form acceptable. Odd, that you'd think any state doesn't produce one, especially these days.
As for the Obama question, when he was supposedly born in Hawaii, long forms were ONLY produced for children born in a Hawaiian Hospital or born on the Island with sworn testimony/affidavit of a witness to the event, hence the single reason why Obama cannot and will not produce one.
