I agree with your statement here. But I disagree with the naivete aspect. We are not talking about any generic form of surveillance here, such as intersection or ATM cams. In reality every police car on the road is suveilling us each time they see us. Generalized "catch as you can" surveillance is passive and does not require any great logistical output. These things are broad spectrum fishnets - not specific to individuals.

What is being discussed here is the potential of a specific op meant to, in theory, keep tabs or intimidate one individual, over a long period of time. The described behaviors here belie all concepts of information gathering efficacy. Even basic local police policies would involve multiple vehicles to do a "tail" as a means to avoid detection. Ignoring that any surveillance would certainly not involve the above behaviors, the idea that it would involve two vehicles, being changed just once in a long period of time is unimaginable.

In the video is a Machine shop, located at Mayfair and Home. At the very least, I know what corner you were standing on.

Using that, I did a search on all the driving schools in your area.

Most logical deduction here would be: The 4-Lakes Driving School
Because at the very top left are the two vehicles you described. A blue and a red Ford Taurus. The signs are easily removed for road use.

Contact them at 608-238-4202 and ask to speak to a representative about the routes used for motorcycle driving tests. It's the only thing that can explain the several-times-a-day route and you never see them return the same way.

If I can figure this out from Texas, you should be able to take it from here.

clearly the most logical response i've read. many of us like to believe that we are so very special that we are actually being spied upon by gov't or other entity. it is certainly possible. but in what way are we that special? do you know something or do something that makes you a target? our minds like to think that we are certainly deserving of some specific special attention. and if that's so, there's a reason. either you know something, or you have issues you need to deal with.

I experienced something similar one time. I kept seeing these convoys of white SUVs and blue motorcycles driving by my work every day. They would drive in perfect formation and pass in front at the same time every day.

I asked a co-worker about it. Turns out that a major tire manufacturer had a R&D lab up the road.

I don't think a regular driving school would have cars with government license plates, though. I think this would have to be for some training of state officials of some sort.

And I don't think those are Ford Tauruses at the top of the 4 Lakes Driving School site, though it's difficult to tell. They look more like Oldsmobile Aleros, like this one:

It wouldn't be hard to record if he is passing in front of your house hundreds of times, if exaggerated, tens of times.

At least tell one of your neighbors to drive by with his motorbike and you record it then post the video. That way this thread would be a little more interesting.

Absolutely correct. According to the State of Wisconsin, it is a 2001 Ford.

Ford Taurus, LX is the model, 2001 is correct

Your middle link didn't work for me but I trust your information. It makes much more sense for the DMV to be using government plates, as opposed to a regular driving school.

When I got home and started reading the "driving tests" suggestions, I thought, hmmm, now that is a realistic possibility.

But you did your homework, and truely solved the puzzle. I would have probably never knew where to look to find what you found. Excellent, and thank you very much. That is truely why I posted this story, to get some answers that I didn't know how to find myself. The stars and flags belong to those who solved the puzzle, not me. I was just the guy with a puzzled look on his face.

As is my way here on ATS, I like to put myself in other people's shoes. To the original poster, it's sometimes hard to see the forest through the trees. It helps to get perspective. But if I could find out at least the general location of where you lived, "They" can, too. Conspiracy nuts, UNITE!

But also, I had to try to look at this through another point of view, of which I'd like to paint a mental picture before this thread gets locked.

" Geez! I'm finally going to get my Class M liscense! I've done the prep work, the book work, all that's left is to take the driving test!" Our Motorcyclist arrives at the DMV with his friend or family member who graciously brought the bike. As the instructor looks on, he checks it out, tests all of the lights and blinkers and safety gear. Then, suited properly, he dons his visual safety armor. The Coveted Yellow Vest.
As the engine roars to life, he becomes acutely aware of the DMV Officer, clipboard in hand, whispering over the two way headset (Yes, they actually use them!), his or her instructions. Cautiously, our would-be hero pulls out of the DMV lot. Blinks, speed, keep the eyes to the road. Take a left here, a right there, speed up, slow down, watch for pedestrians, all the while that entity in the red car behind him taking meticulous notes, ready to trash his Hog Wild dreams for another year. But nothing's going wrong today. Today. Today is MY DAY!
The fateful turn onto Homes Avenue, half way finished. A perfect run! Just to make it down to Mayfield and I'm on my way back to Harley Glory!
And then some nut in a Bushman suit materializes from the lawn at the corner, rushing the DMV's car with a camera! Blinker! OH GOD, HES GOT A CAMERA! *slow accelleration* HES GOING TO GET US! Look both ways during the turn... I FORGOT MY BLINKER! OH NOOOOOOOO!!!!!
But of course, the DMV officer is also a bit concerned about this camera wielding lunatic, doesn't turn on his blinker until RIGHT at the stop (totally violating the 3-length rule...), fails to come to a complete stop, doesn't look both ways before turning (as you can see, he's kinda focused on his mirrors), then pulls out behind the Motorcycle with a bit much accelleration and nearly hits his testee!
And there, huffing in indignant rage, our Hero stands, camera in hand in victory as these Undercover Operatives make a clean, extremely slow and well executed getaway, his mind focused on Youtube, ATS and the Answers That Wait....

You're not going to find anything because they do different things to different people. These folks don't follow any laws (regardless of how they may make it seem) and do just about anything they want to. They can follow you to any country as they are immune to any laws since they "don't really exist". There's nothing I could suggest that would help anyone in a situation like that. To the person that replied concerning Orange Vest and you really didn't think CIA, FBI etc would wear such vest. The Military base here in Montana makes ALL Military persons wear an orange vest if they are on a Motorcycle. Once their off base and on their own time they can take the vest off. On the clock=0) though, they must wear it. It's funny how people say things concerning things they think they know about and they have it soooo wrong that you almost feel embarrassed for them.

Come now!!!! I know people and organizations that have been under surveillance for years!!! Some of these criminals take it really really personal when they find out the person they thought was their best friend ends up turning out to be an under-cover cop! The person busted always says they would have NEVER guessed that the person they trusted for years ends up being a cop and buries them!

when i was younger and gas was cheaper(lol like 2-2.50pg) i would just go driving, because i was bored.

sometimes i passed the same spot twice, usually just around a local lake. i'm sure i gave some people a de ya vo (sp) like experience. i would do this quite frequently to so don't rule that out. people just driving out of boredom.

but since it is 2 vehicles, i would be sightly suspicious.

i see stuff like this too sometimes( and yes it can make me a little on edge), but usually just go about my day.

Reading this forum for years now and it never fails that someone always interjects the "alien group" theory into a completely normal investigation into a strange but explainable situation.

OK what if its someone who puts people through there bike liscence. They Use the same bike. You cant tell that the person on the bike is different because of the helmet. They wear high vis jackets to warn other road users and so the instructer is always aware of wear they are. He/she follows behind in the car to mark them on thier drivivng because its easier than doing it on a bike.

How does that sound?

Ok, the OP has evidence to back everything he claimed, which was that there was a strange motorcycle and Ford Taurus that passed by his house multiple times for a long period of time. He even risked, not just filming from the safety of his window, but running out into the road,in order to get the license plate number. Credibility has been earned.

A solid case. The license plate doesn't even look standard issue but government issue or something. I like how the OP does some case work, getting to the bottom of something with real evidence.

I think they're retired people, probably a couple, who have part time jobs as school crossing guards.

All right, I watched the video and any theory about them belonging to a company or private person goes out the window because the license plate shown in the video, according to a Wisconsin license plate guide, is in the Municipal category... Not only that, but if you look at the shape of the words you will find that the license plate, based on the website below, clearly says "State Owned" and "Wisconsin"

Coming to the same conclusion as the above dude, it is probably a motorcycle DMV testing route.
