very low and under the radar while normal air traffic is way above.

See youtube channel ever2020 for many low altitude ships that are
not moving for some reason.
Soon cloud makers arrive to hide the rescue ships that must remain
above the stranded ships to haul it away.

Nothing is coming in from outer space.
Thus moving at low altitude means also hover or being stuck at low altitude.
