The white escort trucks are not allowed to block traffic. They are there as spotters. They have radio communication with the truck driver, and if the truck is making turns, or backing up, the spotters in the front and back will alert the truck driver if something is going wrong, and to assist the truck driver with driving. They are the extra set of eyes.

The police are there to safely block traffic at the intersections. If you watch the video close from 2:37 to 2:50 you can see the police vehicle swerving across the lanes in front of the cars. This is a common tactic to stop multiple lanes of traffic. They are there to block traffic. It's very common...

Also, you mention an ambulance? Are you talking about his truck?

Very likely. If a toy was causing widespread panic and people were calling the police to report it. They'll send out two cops for a having your radio too loud. Why wouldn't they send out some cops for another public disturbance? Think about Orson Wells War of the Worlds radio broadcast.

we flew our plane (RC) at the beach one night and a police helicopter came over and started chasing us. the cops came and said that we were probably flying in restricted airspace according to the FAA. We got an email from the police sergeant who was in the helicopter and he said he thought we were another helicopter at first because he could see our nav lights that we had on from far away. He also said that we just need to call them next time before we fly so they know that we are there. hope you enjoy the video. on-screen-display used was Rangevideo osd

So, police helicopters are known to chase RC aircraft from time to time...

So does an RC plane maneuver in such an eratic fashion like in this particular instance of the video? Look at the third video.

Not only did a police helicopter chase an RC toy... but the police helicopter pilot said they could see the LED lights on the RC toy from far away.

Double whammy.
