How about the people under his command as "Commander in Chief" that are in the Armed Forces, hmmm? Does that count? Or are the Armed Forces not people? Does continuing two illegal wars not count? What about those lives that are ended by Obama's stubborness in Afghanistan? Or does he get a pass because it's okay to have lots of war now that a Democrat is in office? What are "people" to you? It is the people of this republic that are represented by the Constitution and if you uphold the Constitution, you are upholding those rules laid out in the Constitution as they pertain to the American People and those who represent them. Saying that it doesn't explicitly say "people" is a pretty weak argument here. Really weak.

Um, whipping boy? You're hilarious and I've seen that you've breezed over (probably haven't even read) some of my previous posts concerning the lack of Congress' balls. Let's also be honest here: This President has been setting the tone of Congress and what they should legislate on, which has been going on in since the history of our time. Andrew Jackson and the fight with the Central Bank? Kennedy and Camelot. LBJ with the great society. Reagan, Bush, Carter, Nixon, Clinton, W, they've all called on Congress to set benchmarks and tone for Congress.

It's called a history book, you might want to open one some time instead ranting on here like a dolt.
