Check out the rape statistics in Western countries compared to others, then see which solution is more practical and which actually works.. Go do some research, I'm not here to enlighten a Western stuck up know it all..

A 16-year-old rape victim in Bangladesh was whipped 101 times for becoming pregnant from her rape.
Her father was told, fined and warned that his family risked becoming outsiders if he didn't pay up from the girl's attack.
The girl was attacked, then married quickly after, not to her rapist, then she was divorced when her new husband found out that she was pregnant. She was raped by a 20-year-old man from her village in the Brahmanbaria district of Bangladesh.
Bangladesh's Daily Star newspaper reported that she was so ashamed following the attack that she did not lodge a complaint.

"After a year, the preliminary court changed the punishment and made it two to nine years for the defendants," al-Lahim said of the new decision handed down Wednesday. "However, we were shocked that they also changed the victim's sentence to be six months in prison and 200 lashes."

A Saudi court has ratified the beheading and crucifixion of a young man who raped 5 children, among them a 3-year-old boy left to die in the desert, a newspaper reported on Monday.

The second case is very famous especially when she went and met those individuals who supposedly raped her, how can we prove that? So the victim is as guilty as the defendants because she wasn't suppose to be there in the first place under the Saudi law..

ZZZ I just posted that there is death penalty in Saudi Arabia for rapists, not for victims. Victims gets punished if they can't back their accusations. If you make such a big accusation which the result is death penalty then ofcurse the accuser will be punished.

I brought you hard statistics (Anonymous statistics are less reliable but if necessary can be implemented in situation such as these where the victims are not willing to go to the authorities), examine it. Your excuse as was before is the same, that they won't tell the authorities due to fear of being prosecuted also.
My response to your claim is in the first paragraph, that Rapists are given death penalty if proven.
And if you think that people are afraid of reporting rape, then please go check out Murder, theft, etc statistics. Check it out, it might help you in your analysis of those statistics provided.

Being a fashion victim is not an invitation to rape.
Perhpas being fashion conscious is a better way to go. Cleaveage, short skirts, tight jeans, all draw attention. All it takes is for one idiot to make a move to rape, based on the suggestive clothing. Certainly a woman's dress is not always what drives a rape. Many innocent women are raped. Rape should be punished by putting the rapist in an underground confinement so he/she never sees the light of day again. But, again, women do need to be more responsible in the way some of them dress. Let's be honest.
