Limited staff at HAARP? You know something we don't Phage?
A. There are only a few cars in the parking lot of haarp, most of which are scientists from UAA, who maintain haarp.
B. There is no on site security, a gate and a plain clothed "manager" is hardly the kind of stuff you would find if it was a real working military
application.
C. The exposure and lack of security makes it a pretty easy target if it were an actual threat. Hell you could drive a truck through the gate and
probably disable the whole operation without any use of force.
Its fairly obvious that this is a research facility the more important question to ask is what are they researching. I posted links above that you can
spend days on reading but its complicated stuff. Thats the funny thing about ATS, you can link relevant data and people just ignore it, there are tons
of research papers related to haarp but people would rather talk about ambiguous "mind control" then something like harmonic electromagnetic
resonance in the atmosphere.
There have also been reports there are more remote haarp "like" facilities that are not possible to reach by land and have a full military
security.
Basically things got to "hot" around haarp years ago and they moved the heavy military related stuff to another site and left haarp to remain a
research facility. Then again there is no actual proof of this.
