If it is an anomaly seen it nature it is normal. The book title indicates that it is socially unusual for a male to lactate but, it can occur.

Homosexuality was removed from the DMS because the American Psychiatric Association determined it did not fit as a mental illness, and not that it is now normal.

By definition,if it is not considered a mental illness,then it is normal.Mental disorders are abnormalities,everything else,isn't.
There are distinctions between disorders and illness though. Neither are normal, but there are different thresholds to qualify which status one is in.
