This statement is completely NOT TRUE. The array DOES heat up a good area of the ionosphere. The heated region is typically at 75 km (though this depends upon the carrier frequency) and can be 30 km in diameter and a few km thick. That area would completely cover the island I live on (St. John, USVI) as well as a good portion of St. Thomas. That is by no means small or difficult to measure!!
And the reason they built it in such a remote location is they do not know the long term effects of these experiments with regard to human exposure.
And someone that protests too strongly without evidence one way or the other is just an idjiot with an opinion or a spook (disinformation specialist)!
