The simple fact is it doesn't matter you are looking at the probability of an event and working backwards, strange things happen all the time assuming that could never happen and working backwards is the wrong way.
Assuming an answer based on one event is wrong, other documents were found part of the wreakage wasn't found until in 2013 what are the chances of that stuck in a narrow gap between 2 buildings.
Anyway was it Atta's passport that was found or Satam al-Suqami, 2 other passports were found at the Flight 93 site.
Take for example Lisa Frost from seat 22A on United Flight 175. “In the end, a bone fragment, a skin-tissue sample, part of the right hip, and part of a collarbone were found.
Then somebody somewhere found Lisa’s frequent flyer “United Mileage Plus” card.

Which is not the only personal item or documents that survived the jet impacts found among jet wreckage in the street. All the while you cannot provide evidence it was planted, or even make a credible argument why it needed to be planted. All the while ignoring the passport was not the only recovered ID from the WTC disaster. All the while ignoring pass jet crashes where passports and documents have survived.
So? Why plant the passport in the first place?
