You have a completely misguided interpretation of Canada. This happens to be one of the most stable political and social nations presently in the world. And thanks to the huge American appetite for non-renewable resources our economy has never been better!

The 1989 Canada-U.S. Free Trade Agreement (FTA) and 1994 North American Free Trade Agreement (NAFTA) (which included Mexico) touched off a dramatic increase in trade and economic integration with the U.S. Since 2001, Canada has successfully avoided economic recession and has maintained the best overall economic performance in the G8.

US unemployment, as of April 7th 2006, is 4.7%.
Canada's is, as of April 7th 2006, is 6.3%, a 32 year low.
And 'spacious' is ambiguous, to say the least.
A "high" unemployment would be the current unemployment rates of France or Germany, etc, with double digits.
So, yes, despite the corrections I have provided, and being that the provided 6.3% is a 32 year low, "high," in respect to Canada's unemployment rate, is somewhat relative but may have merit.
