It's a trick of the camera's focus, the same way you can focus through a window screen to an object behind it.
It might be a balloon, but it sure as heck isn't "micro" and passing in front of the power lines.

Here's a picture I took with my camera phone. I put a bent paper clip in front of the lens. It appears that my bookcase is in front of it. In the embossed version, it just accentuates this appearance. But I can assure you, the paper clip was between the camera and the bookcase.

Well, the paperclip was about 3 inches from the camera. The bookcase is about 10 feet away. But it's not a question of absolute distance, but the ratio of the distance. So if you've got a balloon thats 3000 feet away, you can get the same effect if the power lines are 250 feet away.

Don't get me wrong, at first I thought it was a balloon as well, heck if you watch the LV1 through LV3 videos you will see where it looks like he is signaling his cohorts to release the balloon ( in each he looks to his left when he steps on the rug at almost the exact same spot on LV1 and LV2. LV3 he looks to his left when he steps on the rug )...

if indeed the effect is being created using one of the above methods then the object passing in front of the the powerline makes total sense.
But if you understand that, a standard affordable camcorder with a so-so zoom + really low-bitrate video encode could possibly create the "merging" effect that seems to be happening in the clip.

You see...in order for the "UFO" to be seen below the power line, the line would have to pass light through it, not like it is shown...
