There are concrete barriers, but they are only in the street. The sidewalks on either side of the barriers are open for pedestrians to enter the block(s), and are wide enough for vehicles to enter.

that could be the cells of the battey pack or other components of the vehicle cooking off. everything doesn't always catch fire at first and it may take a bit for stuff to reach it's flash point.

Hot Thermal Runaway works:
Electric vehicle battery packs are typically composed of hundreds, if not thousands, of individual battery cells that are densely packed together to occupy as little space as possible. When one or more of the battery cells are damaged or abused, the resulting heat can affect the battery cells adjacent to the first, causing a failure, more heat, and gases in an uncontrollable exothermic chain reaction.

As thermal runaway progresses, the separator structure within the battery cell collapses, causing the electrodes to touch. This creates an internal short circuit that generates even more heat. Eventually, the pressure builds up and the gases within the cell are vented, either through blast caps in cylindrical and prismatic cells or by the bursting of pouch cells. During this process, heavy metal dust particles from the cathode can form a dark cloud, which is followed by a white vapor cloud as the gases carry fine droplets of the solvent.

Second, because this "was not" a terrorist attack, does this mean that people can expect little to no security at tonight's mass gathering event in NOLA?

One more time...anything which instills FEAR in large groups of people is a "terrorist act". It's the very definition of "terrorism".

Well, this is something to address in the future, but there are ways to prevent vehicles and still allow free flow of pedestrians (like in a sidewalk scenario). It involves using bollard posts (steel pipes filled with reinforced concrete) which prevent vehicles but allow pedestrians.

I actually wondered about this when I was in NOLA recently. They remove the concrete barriers during the day to allow for deliveries to the businesses, but I wondered why they didn't have bollards blocking vehicles from going around these barricades at night. In retrospect, this was an eery premonition.

Times Square was blocked off by police on horseback and "Do Not Enter" wooden barriers. Not very secure, but America can't become overly paranoid.

Forcing everyone under age 75 to take off their shoes before boarding a passenger plane, just because a nutjob had some explosive paste in his shoe 15 years ago, is classic overkill/paranoia.

Well, no argument in general, but when was the last time you walked down Bourbon St.? Even in the broad daylight you're afraid to touch anything. Hypodermic needles everywhere, people sleeping in every alcove and alley. We walked down it at like 10am and they were still hosing off the street from the night before. And, by Noon it looked like a war zone, people everywhere (and I'm talking like 'lit up' people)...and it was only Tuesday! You could easily see why the street gets closed down to vehicle traffic at night. It was complete anarchy and chaos there...and it was hadn't even started getting crazy (according to the people we talked to; they were like...'yeah, well just come back starting after about 11pm and look at it...if you wanna' see REALLY crazy!
