Except it doesn't. Even if you attempt to register, you still need to be added to the voter rolls by the state. If you're not a citizen, you don't get added. If you show up to vote and you're not on the rolls, you can cast a provisional ballot, but once again your citizenship needs to be verified by the state before it will count.

If you cast a provisional ballot, knowing you're not a citizen, then it opens you up to legal trouble and deportation. That's why cases of it are nearly non-existent.

Let's look at Georgia as an example since it's going to play an important role in this election.

In 2022 the state opened an audit specifically identify noncitizens included in the voter rolls. They identified 1634 noncitizens that had attempted to register. Election officials caught every single application and there wasn't a single noncitizen registered to vote.
