In a civil case where you're ordered to pay out monetary damages you have to pay a percentage of it towards a bond before you can appeal. If you win your appeal you get the money back.

If you lose your appeal you need to pay the vig as well.

Look, I know the Fantastic 4 above me love this but again, it is a joke.

No victim. In every case this statue has been used in there is a victim. It is not even about the corrupt judge.

In your case it was pointing out a very glaring legal mistake. If you're going to spout off about legal issues like you know WTF you are talking about it would help to get the basics correct.
