The job of the Supreme court Annie is to interpret the constitution
States are bound by Congress, the constitution is for the supreme court to interpret and if congress does not like something that is their job to legislate on it, no the states.

However, it is not customary for SCOTUS to offer more than they've been asked.
This bill establishes a civil action through which an individual may be disqualified from holding office under Section 3 of the Fourteenth Amendment of the U.S. Constitution. This includes an individual who has engaged in insurrection or rebellion against the United States or has given aid or comfort to the enemies of the United States.

Congress, not the States, is “responsible for enforcing Section 3 against federal officeholders and candidates.”
In reading articles -- a question was asked.
Why would SCOTUS -- offer up more than they were asked?

Oh I already know if he wins they will attempt to impeach him for the third time. Unless Republicans gain a majority in both houses then game over.
