Secret Service used to be under Treasury Dept.

Defund the DHS.

Congressional subpoenas are not a power enumerated anywhere in the Constitution. Instead, the courts have ruled that its an implied power. The courts have also ruled congressional subpoenas can be challenged in the courts and if Congress can't demonstrate how the requested documents assist in their legislative duties then the subpoena is invalid.

Of course, that conversation is moot as Congress has not subpoenaed the DHS.
