They have to have it ready. Once the vote occurs, the grand jury foreman needs to sign the true bill and then it needs to be presented to the judge.

This is how it occurs in every grand jury. There were nine other cases that had indictments signed off on by the foreman yesterday, turned in to Judge McBurney, and docketed by the clerk.

They definitely were. Grand Jury duty in Georgia pays between 5$ and 50$ per day, depending on the county.

You seem to be ignoring facts like this indictment was the product of a special grand jury saying this evidence needed to be brought before a grand jury for an indictment, and that grand jury voting the was enough evidence to charge these 19 people with these crimes. There's also the fact that as far as I'm aware, every single person that testified before the grand jury was a Republican.
