The FBI again refused to comply Monday with House Oversight Committee Chairman James Comer’s subpoena for a document that allegedly details a pay-to-play scheme involving then-Vice President Joe Biden.
The bureau’s latest refusal to turn over the unclassified FD-1023 document detailing an informant’s criminal allegations against Biden, 80, came during a briefing between the Oversight Committee and FBI staff.
Comer (R-Ky.) is expected to reveal the panel’s next steps in the quest for the document sometime this week.
Congress has the power to cut funding to federal agencies or use litigation to enforce subpoenas.
The Republican-led House of Representatives also could move to hold FBI Director Christopher Wray in contempt or begin impeachment proceedings in an effort to apply pressure.
Comer previously set a May 10 deadline for the bureau to comply with the request for the FD-1023 document, which reportedly relates to bribery allegations involving Biden in a country where the family had two major business ventures. A source familiar with the matter previously told The Post the country is not China.
The FBI has again refused to turn over documents subpoenaed by Congress regarding allegations of a bribery scheme allegedly perpetrated by then-Vice President Joe Biden, escalating a row with House Republicans over the agency’s handling of the case.
The latest refusal to comply with the subpoena came during an FBI briefing of the US House Oversight Committee on Monday. At issue is a so-called FD-1023 form, which details accusations that President Biden accepted foreign bribes in exchange for policy favors when he was vice president under President Barack Obama.
Comer said Republican members of the committee are so concerned about the case because the allegations “fit a pattern” of then-Vice President Biden flying to such countries as Romania, taking an unusually active role on US foreign policy decisions, then receiving wire transfers from those nations into bank accounts linked to his family.
“This is one of the most serious accusations I think has ever been leveled against any political leader in the history of our country,” Comer said. “And for the FBI to act like, ‘Well, we don’t know, we can’t talk to you about this. Just trust us. . . .’ It’s not normal for the president of the United States’ children and grandchildren, and in-laws and nieces and nephews to receive wires from foreign nationals.”
Comer said US media outlets have begun to report on the case because the American public is following it closely, despite their efforts to ignore or downplay the allegations against Biden. “The American people do not want to see public corruption,” he said. “They expect Congress to investigate public corruption.”
The US Department of Justice formally shut down an investigation of Clinton’s family foundation in August 2021, seven months after Biden took office as president, and the FBI destroyed all of the evidence compiled during the probe, according to a New York Times article published on Monday.

House Oversight Committee Chairman James Comer (R-Ky.) issued a legally binding subpoena last week requiring the FBI to turn over the file by noon Wednesday, but the bureau instead replied with a six-page letter raising various objections.
“Information from confidential human sources is unverified and, by definition, incomplete,” wrote FBI acting assistant director for congressional affairs Christopher Dunham, who also argued that informant reports must also be kept private to protect sources.
“As is clear from the name itself, confidentiality is definitional to the FBI’s Confidential Human Source program,” Dunham wrote. “Confidential human sources often provide information to the FBI at great risk to themselves and their loved ones. The information they provide also can create significant risks to others who may be referenced in their reporting.”
The FBI official concluded: “We … hope this helps you understand that keeping this kind of source information free from the perception or reality of improper influence — and preventing the redirection of this information for non-law enforcement or non-intelligence uses — is necessary for the FBI’s effective execution of our law enforcement and national security responsibilities.”
An FBI spokesperson shared a comment similar to the letter’s contents.
“An FD-1023 form is used by FBI agents to record unverified reporting by a confidential human source. Documenting the information does not validate it, establish its credibility, or weigh it against other information verified by the FBI,” the rep said.
“Revealing unverified or possibly incomplete information could harm investigations, prejudice prosecutions or judicial proceedings, unfairly violate privacy or reputations, create misimpressions in the public, or potentially identify individuals who provide information to law enforcement, placing their physical safety at risk. Information from confidential human sources and members of the public is critical to the work of the FBI and we are also committed to protecting the confidentiality of anyone who comes forward.”

Proof was not out Wednesday, and Comer lost his witness(es) and whistleblower(s), so what have you to say now? No repeating what has been said about Hunter Biden and other Biden family members, but what has been proven about Joe Biden? And no bringing up the false claims about Hunter Biden paying Joe Biden $50k/month in rent; I've shown that this claim is a crock of falsehoods too.

Proof that there is some shady things happening was revealed. 10 million dollars, over 20 shell LLC's. And as everyone likes to pretend Tony Bobulinsky still has his proof that Biden was involved in the busieness. So with all that, it looks like the Bidens are in some deep water. But I'll admit, if you can point to a product or service they sell, that's legal, you can end all the speculation quick and easy.
