The Speaker ultimately has authority over Capitol Hill Police. Theoretically they could order them to arrest whoever they want. At the end of the day though, an arrest means nothing if you're not actually being prosecuted.

Federal law penalizes individuals who refuse to respond to Congressional inquiries, as 2 U.S.C. § 192 states that any person who is summoned before Congress who "willfully makes default, or who, having appeared, refuses to answer any question pertinent to the question under inquiry" shall be guilty of a misdemeanor, and may be subject to a fine and imprisonment if convicted.

Congress is not a law enforcement agency. They have no authority to detain anyone. They could theoretically have Capitol Hill Police detain someone but nobody is going to prison if the DOJ chooses not to prosecute.

A whistleblower is alleging that the FBI and the Justice Department are in possession of a document that describes a criminal scheme involving then-Vice President Joe Biden and a foreign national relating to the exchange of money for policy decisions, House Oversight Committee Chairman James Comer and Sen. Chuck Grassley said Wednesday.
Comer, R-Ky., and Grassley, R-Iowa, said the whistleblower claims the document "includes a precise description of how the alleged criminal scheme was employed as well as its purpose."
So it seems there was some smoke, now there is some fire. It's time to find out if the BIDEN DOJ will be Apolitical, or they will stall this out until Joe can make a graceful exist with some medical issues.
This information has been sent to the DOJ, Garland and Wray. How it is dealt with will be really interesting. I'm just imagining a montage of democrats smugly saying "Nobody is above the law", and then have them try to spin this as a Trump issue.

House Oversight Committee Chairman James Comer is taking steps to hold FBI Director Christopher Wray in contempt of Congress after the Bureau notified the panel it will NOT comply with its subpoena related to a possible criminal scheme involving then-Vice President Joe Biden.
Comer, R-Ky., has subpoenaed the FBI for a document that allegedly describes a criminal scheme involving Biden and a foreign national and relating to the exchange of money for policy decisions. The document is an FBI-generated FD-1023 form.

“Today, the FBI informed the Committee that it will not provide the unclassified documents subpoenaed by the Committee. The FBI’s decision to stiff-arm Congress and hide this information from the American people is obstructionist and unacceptable," Comer said.
"While I have a call scheduled with FBI Director Wray tomorrow to discuss his response further, the Committee has been clear in its intent to protect Congressional oversight authorities and will now be taking steps to hold the FBI Director in contempt of Congress for refusing to comply with a lawful subpoena," he added.
"Americans deserve the truth, and the Oversight Committee will continue to demand transparency from this nation’s chief law enforcement agency."

The FBI has offered to show the document in question to Comer, but that is not good enough for him. Why isn't viewing it in a secure FBI facility good enough for him? Evidently because he wants to release it to the public, even though the FBI said the unverified tip may falsely impugn the president, endanger the safety of human intelligence sources or compromise an ongoing or future investigation. Comer clearly isn't acting in good faith in this matter.
