Rather amusingly it was actually the exact opposite.
The UK government was more worried about the economic impact of locking down and vaxxing.
They thought that it would be too expensive and too time consuming, and that it would take resources away from other things.
They didn't doubt the safety for younger people. The government itself believed that the vax would be safe and effective which is why the pre ordered it before trial had finished.
The UK is very different from the US, the public were the ones pushing for masks and lockdowns and vaxxing, and the government caved in to them because opposition politicians were using government inaction as a tool to gain popularity.
At the start the uk government was adiment that they wouldn't close the schools, and the were forced to when the teachers demanded it.
The same with vaxxing kids, it was the parents who demanded it.

But they didn't the media did and how do we know this.. if they did demand vaccines the 90% uptake of first 2 would be mirrored in the next 3 but instead they now sit at around 10% uptake..
at the peak hitting 800k doses a day is down to around the 500 a day mark now.. this is where the real world clashes with media misinformation and it'll always comes out in the end..
same with vaccinating the young kiddies outside media and social media hype that the bulk of parents are demanding it, they've struggled to get to 10% before ending the program..
there has been a utter collapse in trust reversing the +90% uptake...

How unscientific of them. Sounds like the faith of the religious, but belief does not equal reality.

EU demands UK Covid vaccines from AstraZeneca to make up shortfall.
The EU has said AstraZeneca must take coronavirus vaccines from UK factories to make up a shortfall in supplies to its member states, a demand that could unleash an explosive post-Brexit political fight.
AstraZeneca was contractually obliged to use vaccines produced at UK plants to fulfil its delivery obligations to EU states, the European Commission said, as Brussels called on the manufacturer to agree to publish its EU supply contract.
The EU demands marked a further escalation in a bitter dispute since AstraZeneca last week said its first-quarter deliveries would fall more than 50 per cent short of the bloc’s expectations.
