russia sure ain't, # 2 rank military getting stiffled to almost a stand still by the # 22nd ranked military. tried to blitz the whole country and then had to regroup and focus on the south and still haven't taken full control.
doesn't say much for russia.

Back in April The Kyiv Government told those in Eastern Ukraine to evacuate, because of what was about to happen.

If they stayed then that is their fault.
