Not sure I like the idea of this vault either-Its to be the prize for the ones who run the new world,but what if that is a dark tease?
Maybe within the vault is the means to acheive the population number on the stones as they may well have deduced someone would try to raid the vault..some kind of tinkered disease maybe.

Makes no sense to destroy the entire monument something isn't right . Like it or not the Guide stones are part of history , They remaining structure could have been saved and shown at a museum or something ..
The whole situation smells of what no clue they were just stones with writing on them or were they ?
Why would anyone want them destroyed and actually risk doing it .
