I don't think the Russian military are incompetent but their leadership did underestimate the level of resistance the Ukrainian military and the people of Ukraine would put up , they also misjudged the reaction of the International community to the attack on a Sovereign country.

Yeah, if they were more like the American forces, they would just bomb hell out of anything and everything, including schools, hospitals and apartment complexes, Shock & Awe Style.
Instead, they used precision munitions to take out only military targets.

Wow you got that completely backwards. Russia only used precision weapons the first two days now they are down to whatever they can launch or throw.
They turned this into an artillary war which is stupid because this isn't 1941.
US troops would have taken the country in less than a week and it wouldn't have involved leveling their cities like Russia has.
