I get bad people do bad things, but to hurt a defenseless old person for fun, is wrong, and I feel like it's a crime that is a prelude to much worse behavior. This is where psychopaths come from.

The law is clear. PARENTS know the LAW. Its their responsibility to teach them to FEAR the PUNISHMENTS from the law. When you fear the punishment you take care to not get in trouble. You teach children respect as well for the police and law enforcement.
Those who do not respect others or the law deserve harsh public punishment to instill fear of the law.

Fear is the manifesto of tyrants, which also
