Also, if I remember correctly: one of the things the Ninjas found in their preliminary report was a lot of ballots printed on substandard paper.
It's possible they're moving through but missing a scan along the way.

Is that something which would be caught up with a later scan, for the Post Office and/or Elections Office to cross reference or something later, and see that those ballots were processed? I would think the Elections Office would be more concerned about ballots that aren't getting to the voters at this point, rather than ballots that had been returned to the Post Office but not yet to the Elections Office.
