No, I believe you are the most confused person on this board. They do not have to accept the appeal. Usually a panel of 3 judges(in the Supreme Court its 4 justices have to agree) to accept the appeal.

Hey man, I already admitted that I was a long-time lurker that came to the site for alien news. Chiming in now because I have relevant info to offer. Wish I had relevant info to offer on the alien front too, but I'm not that lucky
