My personal rule of thumb is since this is a US-based site (I DGAF that it started UK-side) that when someone posts something like that, they're probably American, and not thinking globally, thus neither should I.

Everyone thinks cutting the US off from the internet & thus rest of the planet is a pipe dream, BUT most people also have no idea what actually happens between the proverbial signal leaving your router, and reaching it's destination.
It's not Point A to Point B, there's backbone stops along the way (think of them as the highway between the local areas on each end)
If you were to ask me how feasible I really think "turning off US internet" is? A lot closer to reality than people realize. Those backbone companies don't answer to you or me.

If “the internet” was stored on centralised servers in a single place, there might be some plausibility to this. Luckily, that’s not how it works.
See you over the weekend, where the internet will be functioning as normal (with its usual glitches and occasional site outages).
