1) TYPO: Voting both should be booth - giving O.
If there are no other typos then this could mean full circle? I.e. why does Gov. Newsom want to install a voting booth if he's going to make everyone vote by mail?
2) The CA25 sticks out because 25 = 5by5 = Eyes On... add the CA to O and you get:
