How they conduct polls varies by who is taking it. It's all publicly available data.

All I know is that in my 40 years in the USA I have never once been "polled" so I honestly dont believe them.

But, you are being completely dishonest if your claim is that the "polls" were within the margin of error in 2016. Everything I read on halloween that year had Hillary winning by at least 50 electoral votes and had Trump at no road to victory.
