Thirdly, you may have to seek permission to discuss a program that has not been publicly acknowledged even if it doesn't fall under classification rules, it might just be classed as sensitive for example.

But a document, from one guy to another about what said guy spoke to a general is not great evidence, IMO.
Itās certainly is not any best evidence of the century...
The crux of the information is that a private aerospace firm is working on a retrieved vehicle (alien supposed)
Again itās not firsthand information: Davis and The General HAVE A CHAT AND DAVIS TAKES NOTES AND THESE OTHERS GET THE NOTES 17 YEARS LATER ABOUT SOMETHING THAT HAPPENED IN 1997

A crashed craft not made by man is pretty outrageous. Not saying impossible.
I think it's more probable that Williams, with his lofty place within the national security apparatus, and if he did say such things, was more likely trying to keep some incompetent true believers, the gang that couldn't shoot straight, chasing shadows with the mission-oriented benefit of possibly throwing the Russians and Chinese off track.
