The only reason I can see that they would need to go through an FDR is if they HADNT been given the OK for public release - which they weren't. But going through an FDR still doesn't necessarily give the OK to release publicly for reasons I posted above.
On closer examination the "young guns" and their subsequent smaller guns appear to be a pyramid scheme where "Information" is the currency.
Since Elizondo and many others in TTSA obviously know what can be made public and what can't there hasn't been any action from the DOD, the videos have been released for publication by the DOD
