Halt might seem more credible if he admitted the lighthouse is what he was looking at in that part of the audio tape. Then maybe he could claim he saw something else besides the lighthouse in other parts of the tape that the lighthouse might not explain.
The beams don't seem exotic to me since I have a hypothesis that might explain what Halt saw. Remember that Halt's boss said he was looking at the same sky at the same time and he didn't see anything like what Halt was describing, so he didn't see any beams.

So if Halt was looking at stars or similar bright objects as Ridpath suggests, it's entirely possible an ordinary star could result in Halt seeing a beam coming from the star when looking through the star scope.
Each pixel can store only a certain amount of electrons (of the order of 100,000). If a pixel is illuminated by a bright star and/or if the exposure time is long enough, that pixel will fill up, and the electrons will start to fill the neighboring pixels: the CCD is saturated. When the image is read, all the extra electrons will be spread over the column containing the saturated pixels, making a saturation trail, as shown in Fig.11.

I think this could be explained because Halt was using a starscope and his commander was using his bare eyes. The starscope might produce artifacts that look like beams.
