If I hazard a guess, I think the EO that Q hinted at is the trigger. I don't think that was for the FISA, but for this.

My guess is that an EO will be required to be reviewed. Lindsey confirmed we are at war, that triggers the Executive Branch - President, to be in special mode. My guess is he issues the EO on Military Tribunals with citations on why and who, then it is run up to the court for a ruling. Just a guess, this area I'm not very familiar with - how to get a ruling on something not a law or dispute. EO is my guess.

But in reading the article, Paul Ryan wants SOURCES and METHODS redacted in the DeClassification. That's not good. What the public needs to see are SOURCES (Rosenstein, Halper, GCHQ, etc..) and METHODS (giving classified/sensitive info to Journalists).

There was a clip of RBG last week in an interview, there was no one home. I really would not be surprised if she's gone shortly causing all hell to break loose.
