I do think the guy got a little excited and started connecting dots. I also agree Zaph, I do think that the Naval Base Ventura County (Directed Energy Systems Integration Laboratory) that will open in 2021 - which will have the testing area over the west coast over water is probably where the majority of the testing will take place.

There's also a lot of laser based communications testing going on right now. Both the NASA facility and the Intel facility would make more sense for testing that than testing an aircraft based laser channel.
