The 2 statutes in question (from the op) specifically deal with foreign nations and foreign governments and not US citizens. Any US citizen involved in any of this would already fall under US Domestic law.
While I wish this was the start of the deep state downfall we need to be realistic and not get our hopes up.

It is a legal phrase yes and there are maybe 30 or so ongoing nation emergencies in the USA. Now answer this this. The others where reported on the msm. This one was not. Why?
