Yes, you are very dense. Say a high school bully keeps picking on another kid in school and one day the kid gets fed up with it and punches the bully and they start fighting each other in class, who should get in trouble and who is at fault for the fight? The kid, the bully or both?

The White House has adressed this. Its a technicality. The move will take longer than six months, so he has to the sign the waiver. Otherwise the state department would be in breach of the Jerusalem Embasssy Law.

As I pointed out elsewhere, they will need to find a huge, easily defensible tract of land in one of the world's oldest and most crowded cities, where every square foot is either sacred or of archeological interest. Tel Aviv is a modern city that is home to many Israeli government agencies. The embassy is going nowhere.
