Eh, not City folk where I'm from, and I'm from Chicago (a place many in conservative media falsely portray as being anti-2nd Amendment. It's just simply not a true assessment whatsoever, at least from my decades of observation.

But do we really want to roll the dice on a guess? Unlike other countries that have checks and balances built into their WMD systems, I would imagine NKs system is Kim making a phone call. One mistake during a SK drill, technical misinformation to Kim (which almost started WWIII in the past with Russia), Kim having a good hair day.. all it takes is one thing to set him off, and so it begins. They shouldn't have WMDs (including EMP style) for obvious reasons.
Also who cares if the 90% is off. Say they are off by 50%.. a gross miscalculation. 40% of the U.S. is still a massive #. And our way of life would change forever. And we'd not be the United States of course.. we'd be Russian.. or Chinese.. or whoever decided to invade at that point. It would be over.
To this point U.S. and SK intelligence has grossly miscalculated NKs capabilities. Probably aided with the help of another country. Probably Russia. You must assume their accelerated advances will continue apace. You must also consider that whoever is helping them may try to goad them into attacking the United States. Someone is using NK as a weapon against the U.S. - and I don't think simply ignoring it is the right choice.
Finally the thought of sanctions. Harsh enough, over time they'd certainly have an affect, and would probably help. But the problem is that NK may be getting more than just asset and training help - they might be getting funds as well. In which case sanctions would have a drastically lessened effect.
