No. It is the CIA's job to gather intelligence, among other things. (The president says they can drone people to death again.)
By your logic it is the job of the president to lie to the public.

If I was the dictator of this country they would both be disbanded and many of the people involved would be jailed for crimes against humanity.

Fortunately, the United States is not a dictatorship. As is being demonstrated as of late. Much to the chagrin of the president.
