Chris Suprun, a Dallas paramedic, announced earlier this month he will not vote for Trump.

Another elector, Art Sisneros of Dayton, has said he will resign at the meeting to avoid voting for Trump.

Three more electors are expected to resign due to eligibility problems, according to the state party. Like Sisneros, those three electors are expected to be replaced with electors planning to vote for Trump.

so the reason why there are so many new electors coming about with Texas is bc they are not voting for Trump.

Looks like there are 4. Possibly due to saying they won't vote for Trump, maybe another reason. It's more usual that they would be replaced after they voted incorrectly.

They cant. Texas state law requires the electors to vote for who won the state.

Also since some people seem confused (not you).

If Clinton wins a state the electors in that state are pulled from Democrats.
If Trump wins a state the electors in that state are pulled from Republicans.

Trump only needs 11 votes to make it to 270. Getting 27 out of 38 electors to vote for Hillary would probably be the greatest miracle and upset in the history of mankind.
