"The Milwaukee county clerk did not return an email seeking explanation for the delay in fully reporting to the state."

Maybe the Milwaukee county clerk's office LOST the absentee ballots?
A federal judge on Monday issued a stinging rejection of a Green Party-backed request to recount paper ballots in Pennsylvania's presidential election, won by Republican Donald Trump, and scan some counties' election systems for signs of hacking.
In his 31-page decision, U.S. District Judge Paul Diamond said there were at least six grounds that required him to reject the Green Party's lawsuit, which had been opposed by Trump, the Pennsylvania Republican Party and the Pennsylvania attorney general's office.
Suspicion of a hacked Pennsylvania election "borders on the irrational" while granting the Green Party's recount bid could "ensure that that no Pennsylvania vote counts" given Tuesday's federal deadline to certify the vote for the Electoral College, Diamond wrote.
"Most importantly, there is no credible evidence that any 'hack' occurred, and compelling evidence that Pennsylvania's voting system was not in any way compromised," Diamond wrote. He also said the lawsuit suffered from a lack of standing, potentially the lack of federal jurisdiction and an "unexplained, highly prejudicial" wait before filing last week's lawsuit.

Just to put this out there -
Hillary Clinton did not win a majority in the popular vote. A majority would mean she secured more than 50%, which she did not. She did receive a plurality though however since we still dont use the popular vote to elect a President in the manner people are pushing she still lost.
51 popular elections take place on election day (50 States and the District of Columbia). Looking at it solely from an individual state view point Hillary won the popular vote in all of the states she carried while Trump did the same in the states he carried. Trump won more states than Clinton did. Because of that he also won more electoral votes than she did.
Attempting to use a large popular vote number from a state she won (like NY and CA) to somehow argue she won the popular vote on a national level demonstrates a severe lack of understanding of our election system.

The Recount halts, and bad results (for Hillary-Stein), are getting ZERO coverage by the CNN-NBC-ABC-CBS. I can't wait for Donald Trump's administration to unleash appropriate punishments against those fake-news organizations.

The final results for Wisconsin are: +162 for Trump. And no signs of any trouble.
Milwaukee County : Increase of 246 votes in City of Milwaukee Ward 34 due to a discrepancy in the original results. The total ballots for Trump/Pence should have been 254 instead of the 8 reported.
