Michigan uses paper and scan ballots. Their procedure is an unofficial report on Nov 9th and then a recount and verification process before each county reports its official reports by Nov 28th. The unofficial report showed trump taking Mi by 13k +/- votes. The official count / verification had him win by 10k+/-.
I dont see a recount changing the end result. In order to affect the outcome the Democrats will have to argue to have Republican votes disqualified.

a 74 electoral vote lead only requires 37 electoral votes to flip. Also If Trump loses 37 but they don't go to Clinton (i.e states are excluded), he goes below the 270 threshold.

No. I told you guys!
However, the FBI, NSA and the CIA all warned both the DNC and the RNC to guard themselves against hackers, because the White House, the Pentagon and several other government agencies had already been hacked. The DNC, it seems, did little or nothing to protect themselves, while the RNC did.
