Well, to be fair, the "code" of it being three children and the asking price is just someone's interpretation of what was being said. The words actually say there are 480 of them...that's a lot of beanies, and depending on which ones they are, they can be pretty pricey. If you go by that one interpretation, yeah, it seems sinister...but we don't know for a fact that's what was being said here.
It's bizarre, but people are bizarre...and beanie baby people are very strange about their beanies, trust me on this. I'm not saying that it's not possible, but I think taking some random reddit user's interpretation as factual information is a mistake. It could be anything...or nothing at all.

Well, it's certainly a bit of a funny coincidence. It might have been leaked by one of the recipients and *then* hacked later on as well. Stranger things have happened.

So it strikes me that the beanie babies email might be code for something a bit different to child abduction.
If the 480 is a pre-arranged code for 'billionaires' then there's an obvious connection to the fund-raising aspect of the email. Soliciting large sums from wealthy backers? The 'visiting parents' then would be a codename for superiors - perhaps even Bill 'n' Hill themselves.
So the next questions are: Did the Clintons visit Georgetown shortly after this email was sent; and did any billionaires donate to them at around that time, and if so, how much?

Deniability, for whatever reason. So that the beneficiaries of the fundraising can honestly say they know nothing about the source of the money. That's what a good underling would do - cover their boss's ass.
That would be my reading of the situation anyway. It's the simplest interpretation.
