Why would you say each is $20.00 (why two decimal places?) And also say the entire collection must be purchased in one go? Surely they'd just say the collection is being sold for $9,600?

Because what Mattingly is really up to in that email is saying 'If everyone chips in $20.00 we can raise $9,600 and squeeze it into the accounts I'm meant to submit to FEC tomorrow.'
